| 520 | 2 | |a Tato práce se zabývá rolí veřejných služeb zaměstnanosti v oblasti regulace zahraniční zaměstnanosti a integrace cizinců na trh práce. Hlavní výzkumná otázka zní: „Jaká je v současné době role veřejných služeb zaměstnanosti při regulaci zahraniční zaměstnanosti(regulační funkce) a integraci cizinců na trhu práce (integrační funkce)?“ Empirickou část práce otevíráme vstupní analýzou zahraniční zaměstnanosti, z níž odvozujeme implikace pro politiku zaměstnanosti. Při posuzování role veřejných služeb zaměstnanosti vycházíme z institucionální analýzy objektivních podmínek pro výkon zkoumaných funkcí (legislativně vymezená působnost, vymezení role v programových dokumentech, dostupné nástroje) a dále ze zkoumání subjektivního pojetí role úřadů práce v oblasti regulace zahraniční zaměstnanosti a integrace cizinců na trh práce z hlediska vedoucích pracovníků úřadů práce. The main research question is: “What is the contemporary role of the public employment services in the field of regulation (regulation function) and integration of foreigners at the labour market (integration function)?” The empirical part of the work is opened by a preliminary analysis of foreigners´ employment. The implications for the employment policy are derived from this analysis. The assessment of the role of public employment services is made based on the institutional analysis of the objective conditions for the effort of the functions and based on the subjective conception of the public employment services role from the line managers’ of the employment agencies point of view.
